The TPE you are using should have PP backbone, that´s why you are not getting a good bond with TPU, one is apolar and the other is polar! You have to change one or another to have the same polarity. This company have the right materials www.softerspa.com
Fistely, you should hnow what do you want to design, then make a model in papers and prepare the tools, R4, R4i ,after doing this, you can strat to design your mold as the model.

First list which grade of Celstran you are using. The use polypropylene, nylon, and polyurethane polymers with the LGF. If your using a PP grade then it has no bonding charateristics with TPE-U. If it's a nylon grade bonding modification is required either with an additive---ASK MATERIAL SUPPLIER.
You said your doing overmolding with TPE and TPU. Beware with "TPE". Thermoplastic Elastomers are listed as:
TPE-A(Acrylic in Copolymer backbone)
TPE-E (Ethylene in Copolymer backbone)
TPE-S (Styrene in Copolymer backbone)
TPE-U (Urethane in Copolymer backbone)
TPE-V (Vulcanized rubber in copolymer chain)
So actually pelletthane is acutally a Thermoplastic polyurethane with polyester in there. So....
If both products where TPE-Us they have great bonding charateristics. But the right process is still needed especially if one material has glass.
Find out exactly what you got and ask your resin rep...I hope this helps :)

Molded in the same press, one process after the other or in two seperate machine/process? I would look at the interval time from first component to the injection of the second (same press) and at injection rate(faster) or pre-heat substrate (different machines). Rick.

I'm molding a Celstran TPU (40% gf) and over molding Pellethane TPE. Part is an oval shape (.1259 oz), but on the opposite side from the gate I am not getting a good bond. Any recommendations....

I work for a company in Los Angeles. We do a considerable amount of insert over-molding. If you are interested; I would be glad to look at your application and provide some feedback.
Did the OEM require it for some reason? These materials are not that compatible and would require mechanical interlock. Physical properties are not that different. Why would you want it?

what makes it bond well to valox? any recommendations on compatible primer? must be UL50 compliance.....thanks
Overmolding can mean alot of different things and the ways to approach it. Depending what you are trying to do and where in the world you are the sources of information may be different. I used to work for GLS Corporation who supplies TPE's to many OEM's around the world. I wrote a book on overmolding, which they distribute for free to potential customers. If you are in the United States you can reach them at 800-457-8777. Ask for Kristian. If you are somewhere else and doing something else, there should be alot of books out there and other material suppliers also provide guidance.

Yes ABS and PBT are considered to have a great bonding partnership.

Lord Chemical in erie PA makes alot of primers called Chemlock or Chemgrip (depending on chemistry.) Give them a call.
