the plastics community in Tijuana

I have a client who will be opening up a molding facility in Tijuana Q1 of 2010  It is projected to grow to 50+ machines (injection molding and LSR) five years after opening.  Their product line is proprietary – they have a market share 70%+ in their niche.
 
I’m told there are trade schools who can provide setup techs – where are they, how do I contact them?
 
I need reputable mold repair shops in Tijuana – I have a few in greater San Diego but would appreciate others if you have them
 
I need machinery/equipment reps for all auxiliary molding equipment
 
I need Mexican suppliers for mold supplies so they don’t have to go through the hassles of bringing this stuff across the border.
 
It would be nice if I had experienced die setters, supervisors, engineers, production control/quality, middle/upper management.  Are there any headhunters etc I can contact?
