Tie layer bonding

We are having an issue with a tri-layer coextrusion where we cannot get our (Plexar) tie layer to bond to one of the 2 materials of the tubing construciton.  The Plexar is bonding to the HDPE but not to the Pebax.  This is a new issue and we have not observed this in the past. We're trying all the obvious process related trouble shooting as well as different lots of Pebax to no avail.  Any ideas????

When you say you haven't

When you say you haven't observed in past, do you mean you ran these three same matls w no problem? If so, maybe it's now lower temperature (hotter usually better) or one of the materials is not the same as it was.
If this is a new combination, remember that there are several Plexars. Does LyondellBasell say your grade of Plexar bonds with Pebax (a nylon relative)? Does the Pebax maker (Arkema) say their grade of Pebax can be bonded with Plexars (or do they suggest another tie layer compound)?
There are additives that can functionalize just about anything but I'd want to know more about the grades before following this path.
